PURPOSE OF STUDY In a period of declining higher education student enrollment and decrease in higher education student retention, the issue has become: how does a higher education institution attract additional students and retain current students? The initial problem this study proposed was to increase student enrollment and student retention in Historically Black Colleges and Universities (HBCU) and Native American Tribal Colleges and Universities (TCU) physically located in the United States.
